MODEL OF GRADUATING STUDENT

Upon completion of this educational program, doctoral students are expected to be able to:
1. ON1 Use scientific theories and concepts of the latest trends in modern international law in order to apply this knowledge in the activities of state bodies and international organizations to determine the position of the Republic of Kazakhstan on foreign policy issues, ensuring international security and protecting human rights.
2. ON2 Apply the basic principles of modern international law from the point of view of their strict observance in the activities of state, law enforcement, judicial, arbitration and other bodies to ensure the rights and legitimate interests of individuals and legal entities.
3. ON3 To conduct a critical analysis and assessment of new approaches and trends in international legal regulation of the participation of the Republic of Kazakhstan in various international organizations, foreign economic projects, and integration associations.
4. ON4 To issue qualified expert legal opinions on draft laws, international agreements of the Republic of Kazakhstan on compliance with the Constitution of the Republic of Kazakhstan, international obligations and the national interests of our state.
5. ON5 To assemble a team of like-minded people and organize an effective working process both for scientific research and for the exercise of professional legal functions; form comfortable relationships with partners, management, subordinates and other people.
6. ON6 Predict and think at the tactical and strategic level, act in unusual situations, calculating risks and using the emerging opportunities for your organization and enterprise to ensure an effective end result in ensuring the rights of all participants in the relationship.
7. ON7 Conduct high-quality classes in higher education organizations using traditional, innovative, interactive, student-centered technologies and teaching methods of international law disciplines focused on the preparation of highly qualified bachelors in law, international relations and the global economy.
8. ON8 To build the trajectory of the research process on the topic of the thesis, defining its goals and objectives, to formulate the provisions for the defense, which can contribute to the development of international legal science.
9. ON9 To present the results of research work in the form of reports, reports, abstracts at scientific conferences, doctoral dissertations, research projects, publication of scientific articles in publications with high scientific rating both at the national and at the foreign level.
10. ON10 Evaluate the validity of various research methods in the field of international law.
11. ON11 Develop and implement research projects to create new knowledge of substantial applied importance to international law and the legal system of the Republic of Kazakhstan.
12. ON12 To show initiative, responsibility and system skills necessary for successful employment in law-enforcement, law-making, management, research areas, matching their scientific interests with the needs of the state, the scientific community.

The course develops the ability to use scientific and methodological knowledge in the field of publishing scientific papers in foreign journals with impact factor, publications of the ESMC and others.

  • Description - The main purpose of "PhD thesis writing and defence": of a doctoral dissertation is the formation of the doctoral students' ability to disclose the content of research work for the defense of the thesis. During the study of course, doctoral student's should be competent in: 1. to substantiate the content of new scientifically grounded theoretical and experimental results that allow to solve a theoretical or applied problem or are a major achievement in the development of specific scientific directions; 2. explain the assessment of the completeness of the solutions to the tasks assigned, according to the specifics of the professional sphere of activity; 3. they can analyze alternative solutions for solving research and practical problems and assess the prospects for implementing these options; 4. apply the skills of writing scientific texts and presenting them in the form of scientific publications and presentations. 5. to plan and structure the scientific search, clearly highlight the research problem, develop a plan / program and methods for its study, formalize, in accordance with the requirements of the State Educational Establishment, the scientific and qualification work in the form of a thesis for a scientific degree Doctor of Doctor of Philosophy (PhD) on specialty «8D07502 – Standardization and certification (by industry)». During the study of the discipline doctoral student will learn following aspects: Registration of documents for presentation of the thesis for defense.   • Description - The purpose of the discipline is to give an idea of the meaning of law, its essence and value in the life of a person, society and the state. During the study of course, PhD students should be competent in: 1. develop analytical skills, develop skills to work with various sources, texts of documents; 2. determine the basic concepts and categories of legal philosophy, their genesis and development; 3. to compare approaches to law from the standpoint of ontology, axiology, epistemology; 4. to name the features of the history of international law at the present stage and its perspectives; 5. to substantiate the main approaches to law from a philosophical position, to explore modern trends in philosophical and legal thought. During the study of the discipline PhD students will learn following aspects: basic philosophical and legal concepts and categories; the origin, structure, patterns of development and the value of the philosophy of law; historical retrospective of the development of law; the main stages of the formation of the philosophy of international law, the types of philosophical substantiation of law; the place of law in the system of human spiritual and practical culture, the combination of the legal system with other forms of social regulation; the main approaches to the interpretation of the philosophy of international law and its subject, the methodological and ideological foundations of the theory of law for the formation of the legal culture of a person, determining its practical significance.

During the study of course, PhD students should be competent in: 1. determine the features of the international rulemaking process; the specifics of the treaty and custom in relation to international standard setting; auxiliary processes of formation of norms of international law; 2. interpret the specifics of the legal nature and essence of international law; features of the legal nature of international organizations; the specifics of the institution of international legal responsibility; 3. demonstrate the links between the existing theoretical problems of international law and the practice of its application; 4. to categorize an in-depth study of the theories of modern international law in order to determine possible trends of its development; 5. justify the qualification of legal situations arising in international life; theoretically justify the various options for solving international legal problems; correctly interpret and apply the norms of international treaties, customs and legislation and provide a theoretical justification for their position.

Actual problems of the diplomatic and consular law

During the study of course, PhD students should be competent in: 1. remember the basics of diplomatic and business protocol and etiquette; 2. to design theoretical approaches to their study, models and ways to resolve them; 3. demonstrate knowledge in relation to the foreign policy of the Republic of Kazakhstan and diplomacy; 4. analyze international legal and other regulatory acts, provide qualified legal opinions and advice, collect regulatory and factual information relevant to the implementation of legal norms in relevant areas of professional activity; 5. explain the reasons for the emergence and forms of manifestation of actual problems of diplomatic and consular law. During the study of the discipline PhD students will learn following aspects: theories of modern diplomatic and consular law, its basic concepts, categories and institutions; the main stages of the development of diplomacy in the Republic of Kazakhstan; issues of granting diplomatic immunities and privileges; the concept and types of bodies of external relations; political processes in Kazakhstan.

Theory of International Law in the Field of Sustainable Development

  • Description - The purpose of the discipline is to form the ability of doctoral students to apply knowledge of the international legal foundations of the concept of sustainable development and the international problems of implementing the principles of sustainable development. During the study of course, PhD students should be competent in: 1. To discuss and make decisions regarding international and national problems of implementing the principles of sustainable development; 2. To justify proposals for the implementation of the principles of sustainable development of Kazakhstan and the city of Almaty; 3. Apply knowledge and a global view of the international institutional and legal mechanism to promote the principles of sustainable development; 4. Analyze and compare the advantages and demand proposals for convening the CICA from geopolitical and international legal positions; 5. Summarize the results of the activities of the UN Commission on Sustainable Development and the UN Environment Program (UNEP) in this area.
