Online Presentation of «Onegeli Omir» Book
5/18/2020The online presentation of the next volume of the book from the «Onegeli Omir» series, dedicated to the life and work of a well-known legal scholar, public official, member of the Presidium of the Alumni Association of Al-Farabi KazNU, Deputy Executive Director of the Foundation of the First President of the Republic of Kazakhstan Igor Ivanovich Rogov, was held at KazNU.
The event was attended by the Chairman of the Constitutional Council of the Republic of Kazakhstan Kairat Mami, Executive Director of the Foundation of the First President of the Republic of Kazakhstan – Elbasy, Kanat Dzhumabaev, well-known lawyers, scientists, public figures and teachers.
Making a welcoming speech, the University’s Rector Galym Mutanov emphasized that a graduate and a member of the Alumni Association of Al-Farabi KazNU I.I. Rogov today makes a significant contribution to the development of legal science, education and the training of scientific and pedagogical personnel. In close cooperation with scientists of the University, he organizes scientific and practical conferences, meetings, publishes joint scientific articles, conducts scientific examinations of bills, attracts students to make research and undergo internship practice in the Constitutional Council of the Republic of Kazakhstan.
During the period when the country gained independence, the state apparatus was in great need of qualified personnel, capable of adequately thinking and creating, as well as meeting the requirements and challenges of the time. Among these researchers invited to government agencies was Igor Rogov.
Congratulating I.Rogov, the Chairman of the Constitutional Council of the Republic of Kazakhstan, Kairat Mami, noted that he has become a reliable statesperson for Elbasy Nursultan Nazarbayev and he has made a significant contribution to ensuring legal consistency and initiated reforms. Occupying responsible public positions, he contributed to the formation and implementation of public policy. When discussing innovations in the Presidential Administration and the Ministry of Justice, Igor Ivanovich demonstrated a deep understanding of current trends in the development of legislation. At this time, a number of measures were taken to further organize legal proceedings, delimit issues of justice and judicial administration, and introduce a jury.
«In my opinion, a special milestone in Igor Ivanovich’s career is his activity in the institutions of constitutional control of the Republic. For 13 years, he has headed the Constitutional Council. Over these years, many innovations have been introduced into the practice of constitutional proceedings, normative resolutions have been adopted on topical issues of legal policy, and three constitutional reforms have been carried out. Currently, he is actively working for the good of our country and he is making every effort to implement the ideas and strategies of the First President of the Republic of Kazakhstan, Elbasy», emphasized K.Mami.
During the online event, Kanat Dzhumabaev, Executive Director of the Fund of the First President of the Republic of Kazakhstan, President and member of the Executive Committee of the Russian Association of International Law (RAMP), Doctor of Law, Anatoly Kapustin and other famous scientists also congratulated him.
In turn, Igor Rogov thanked everyone and expressed his deep appreciation for the warm congratulations and great attention to his modest work. The book, devoted to the life and work of the scientist-lawyer, Doctor of legal sciences Igor Rogov, «Onegeli Omir», consists of several sections that describe different periods of his life. It includes archival materials, the scientist’s works, the memoirs of his colleagues, friends and relatives, as well as photographs.
It should be noted that the «Onegeli Omir» book series is aimed at educating the younger generation on the example of the life and work of famous Kazakhstani figures and academic teachers who have made a great contribution to the development of our country and society.
