CONSTITUTION - LEGAL GUIDANCE OF THE STATE
9/30/2019A Scientific and Practical Conference eentitled «The Constitution of the Republic of Kazakhstan is the Legal Guidance of the State» was held at Al-Farabi KazNU.
The symposium was attended by Kairat Mami, the Chairman of the Constitutional Council of the Republic of Kazakhstan and Igor Rogov, the Deputy Executive Director of the Foundation of the First President of the Republic of Kazakhstan - Elbasy as well as leading legal scholars, undergraduates and doctoral students of the Faculty of Law of KazNU.
At the meeting, topical problems of the development of constitutional legislation have been discussed in the light of the Address by the Head of State Kassym-Jomart Tokayev to the people of Kazakhstan «Constructive public dialogue - the basis of stability and prosperity of Kazakhstan». Viktor Malinovsky, member of the Constitutional Council of the Republic of Kazakhstan, and Daulet Baideldinov, Dean of the Law Faculty made presentations on the specifics of the implementation of the main law of the country, mechanisms for protecting and guaranteeing the rights and legitimate interests of citizens of the Republic of Kazakhstan.
It was noted that the Constitution of Kazakhstan defines the main directions of development of society and the state. Over the years, the constitutional norms in the country have demonstrated their effectiveness, laid the foundation and become a guideline for deep economic and political transformations. The potential of the Constitution can effectively serve the further development of the country at a new stage in the evolution of statehood.
«Today we face new challenges. In his first Address to the people of Kazakhstan, the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, outlined a number of priorities in the legal sphere. These are improving the law enforcement system, ensuring uniform judicial practice, introducing administrative justice, and combating corruption. All these issues affect the guarantees of constitutional rights of citizens. Now we are required to modern approaches to understanding the existing legal institutions. More than ever, consolidation of efforts is necessary in the process of implementing the state legal policy. Our common task is to strengthen the human rights mechanism of the Constitution, to achieve such a state that will prevent deviations from the rule of law and effectively restore violated human rights. All our efforts should be aimed at ensuring the highest legal force and direct effect of the fundamental law. It is necessary to develop constitutional self-awareness», - Kairat Mami noted in his welcoming speech.
The Constitutional Council of the Republic of Kazakhstan has been already carrying out targeted work to educate the legal culture of citizens. The Conference included the presentation of the electronic textbook «The Republic of Kazakhstan - a Chronicle of the Adoption of Constitutionalism», sponsored by Kairat Mami, Igor Rogov and Victor Malinovsky. As the speakers highlighted, the scientific and legal community is required to increase the number of new textbooks that would make it possible to fully comprehend the content of constitutional values.
