ON AMENDMENTS TO THE LAW "ON SCIENCE"

The Parliament adopted amendments to the Law "On Science", which improve the conditions for financing and supporting science.

Previously, at almost every meeting with scientists, questions were raised about extending the funding period for scientific research from the current three to five years.

For years, scientists have raised the issue of the need to include not only managers and support personnel, but also the researchers themselves in the basic financing of wages.

Our scientists in the field of humanities (Kazakh literature, linguistics, history of Kazakhstan, archeology, philosophy, etc.) have been talking about the need for a special approach to financing these areas for more than 10 years.

And now, thanks to the support and instructions of President K. K. Tokayev, indicated in the Address to the people of Kazakhstan, all these issues have found their solution in new amendments initiated by the Government and supported by the deputies of the Parliament.

The amendments submitted to the Parliament were developed as soon as possible.

This means that at least 1,600 scientists will begin to receive stable salaries within the framework of basic funding, and finally, the work of humanitarian institutions within the framework of new direct funding will not depend on grant projects, they will now receive constant funding to conduct research in their areas.

In addition, the scientific community has been striving for many years to improve the objectivity of the work of national scientific councils, since it is they who make the decision on budgetary funding.

In the past two years, there have been significant changes in their work for the better, however, to ensure greater validity and objectivity of their decisions, an Appeal Commission is being introduced, which will consider the appeals of scientists against decisions of the NSC and issues of their compliance with the Code of Ethics.
