THE NEW DEAL OF THE NUR OTAN PARTY IS DEFINED

An extraordinary congress of the Nur Otan party was held in Kazakhstan. Ordinary people waited with some excitement for the decision of the ruling party, especially after the events that took place in January. The head of state accepted the proposal to head the party, but with the proviso that in the context of the political reforms that will be announced in September this year, he will transfer the powers of the party chairman to another person.

It is noteworthy that in the opinion of the President, the Head of State should be equidistant from all political parties. Kassymzhomart Kemelevich considers it necessary to update not only the work of the party itself, but also to reformat the entire political party field of the country. Interestingly, the political council of the party included completely new faces, representing not the party nomenclature of the past, but practically all sectors of society. I think that this is a good start for the party to turn from a “political organization of akims” into a party of a parliamentary type, which will fight for votes on equal terms.

Thus, in the near future we should expect real political competition, which will allow people to independently and freely unite in political parties and more actively and legitimately participate in solving problems important to society.

The statements of the President about what the leading party of our country should become are important. "Nur Otan" should become a spokesman for the interests of the maximum number of social groups in our country.

Changing the methods of work in the regions of the country, getting rid of formalism, bureaucracy, working with young people, especially rural ones, would help the party become a party of reforms that our country needs. In such a difficult time, the party must be at the forefront of socio-economic changes.

Very important is the point in the speech that the deputies should move away from populism and deal with specific cases, work with various groups of the population. All campaign promises must be realistic and must have a positive and concrete socio-economic impact.

The head of state clearly noted that deputies must clearly understand that they were elected by the people and must work in the name of the interests of the people. The deputies' lack of proper authority among the Kazakh people was clearly noticeable during the tragic January events, added Kassym-Jomart Tokayev.

The President of the country dwelled in detail on the problems existing in the party and ways to solve them. Tokayev noted that Nur Otan should be actively involved in the implementation of the large-scale agenda put forward earlier for the comprehensive modernization of the country. It is necessary to more actively involve in the ranks of the party representatives of various socio-political circles, real leaders who have the confidence of fellow citizens. “Further viability of the party depends on the extent to which pre-election promises are fulfilled,” the President emphasized.

For us, workers in the field of education, it is important that the Head of State drew attention to the shortage of specialists in the country, especially in the technical field. The solution to this problem must be solved by reformatting the education system, bringing it into a priority technical direction. For this, the Bolashak program will also be revised.

The next important point for us, university workers, is the thesis about the need for active and purposeful work with young people. The President said that local executive bodies and the system of state administration as a whole are guilty of omissions in the socio-economic adaptation of young people. “We need to do concrete work with unsettled youth in cities. Jas Otan should recruit leaders who are trustworthy among young people and are ready to engage in useful social activities. The state is implementing a number of important projects in the field of employment, education and training of youth. However, as the results of opinion polls show, the majority of young people simply do not know anything about them. This situation needs to be decisively changed,” Kassym-Jomart Tokayev said.

Yesterday an extraordinary XXI - Congress of the largest party of Kazakhstan "Nur Otan" took place. In the videoconferencing mode, the congress was attended by: the country's leadership, members of the Political Council, representatives of regional branches, deputies of Parliament and members of the government. In the extremely short time frame of the congress, without discussion and debate, on the proposal of the First President of the Republic of Kazakhstan N.A. Nazarbayev, the congress delegates unanimously elected the President of Kazakhstan K.K. Tokaev. This act observed a formal element of continuity in the transfer of power. At the congress, some changes and additions were also made to the Party Charter and the composition of the political council was updated by 55%.

Brief, but quite informative was the speech at the congress of President K.K. Tokayev, who noted the merits in the formation of the statehood of Kazakhstan of his predecessor N. Nazarbayev, calling for highlighting not negative aspects in the activities of the first president, but positive ones, pointed to his undoubted international authority. Then he emphasized the fact that the extraordinary congress of the Nur-Otan party took place against the backdrop of recent unprecedented political upheavals, riots, and coup attempts. The state was able to withstand this test, but a lot of work remains to be done on a deep reorganization of the country. In particular, he dwelled on the tasks facing the leading party of Kazakhstan, with its more than 800 thousand members, 280 branches, and called on the delegates to take an active part in the political and socio-economic reform of the state. "The Nur Otan party should become the locomotive of all reforms in Kazakhstan," he said.

In general, the tone of the president's speech about the tasks of the party was quite critical. The position on the need to "distance the president from the activities of any parties and movements" was especially emphasized. He said that therefore he plans to leave Nur Otan, possibly at the end of the year. Election of President K.K. Tokayev at the extraordinary congress of the party is regarded as an expected event, and we can finally confidently say that the expected transit of power in Kazakhstan has been completed by all formal signs.

At the same time, we consider it necessary to say frankly that some, understandable moments in the work of the congress, will be negatively perceived by many people. This will require prompt and energetic socio-economic, political and personnel decisions from the country's leadership in the very near future, which will be understandable and approved by the people.

BUILDING CONFIDENCE

 

The other day, an extraordinary XXI Congress of the Nur Otan Party was held, at which the head of the party structure was changed. The President of Kazakhstan, Kassym-Jomart Tokayev, was unanimously elected the chairman of the party.

The Nur Otan party is the largest party in Kazakhstan. It has a very powerful structure of branches in almost all districts and large settlements. For many years, the party was headed by N.A. Nazarbaev. And it's no secret that the Head of State played in favor of Nur Otan, strengthening its powerful political capital. According to the doctor of sociological sciences Zarema Shaukenova in an interview with a Kazinform correspondent. “.. So, in 2007, the party won an “exclusive” victory in the parliamentary elections. It then came to the elections with a number of political advantages, among which the direct chairmanship of its first president, Nursultan Nazarbayev, became the main one. Elbasy's decision to head the party boosted Nur Otan's ratings by 20-25%. According to opinion polls, the party's rating increased every year. The maximum pre-election sociological forecast of the party's rating in the elections in 2007 was 77-80%,” Z. Shaukenova said. However, the high rating of the party led by Elbasy did not serve as a guarantor of the social trust of the society, as evidenced by the tragic events of January, when people began to massively write statements about leaving the Nur Otan party.

We believe that public distrust is a sharp signal that needs to be responded to. It is gratifying that in the speech of the newly elected Chairman of the party, the key point in defining the tasks was the restoration and strengthening of confidence in the Nur Otan party.

Kassym-Jomart Tokayev noted that he requires reformatting the entire party structure, a more active position - to be closer to the people, to be at the forefront of processes, to become a translator of the population's expectations, move away from populism and engage in concrete deeds. At the same time, the Head of State made it clear that he does not want to be associated with the party in its current form.

I would like to believe that the leadership of the President in the Nur Otan party will be the basis for the further development of the country. And the Head of State will become the guarantor of open and fair political competition among the newly created young parties aimed at building a new Kazakhstan.

The agenda of the 21st Extraordinary Congress of the Nur Otan party included important issues: the election of the chairman of the party, amendments to its charter and the composition of the political council.

Elbasy N.A. Nazarbayev, President of the Republic of Kazakhstan K.K. Tokayev, Government, Parliament, regional representations of the party.

K.K.Tokayev was unanimously elected Chairman of the Nur Otan Party, in his speech he thanked for the trust and expressed his opinion on a number of important issues.

In his speech, the President emphasized the undeniable role of Elbasy N.A. Nazarbayev in the history of Kazakhstan. It is the First President who is the founder of independent Kazakhstan and his name will forever remain in the annals of our country.

The new chairman also noted that the Nur Otan party should change its work. Unfortunately, the party showed its weakness during the tragic January events of the current year. The President called for an end to bureaucratic, formal work, concentrating real leaders in its ranks, and working in close cooperation with civil society.

The President also noted that at present, the deputies do not enjoy the trust and respect of the people, and this must be recognized, therefore the President instructed to structurally change the work of the party. Deputies must really work for the people, listen carefully to every citizen who has applied with any problem or question, promptly respond to each appeal.

The President emphasized that the party should fight corruption in the country together with the Government. Corruption is an evil that can be eradicated not only by punitive measures, which are indispensable, but also by thoughtful actions.

As a citizen of the Republic of Kazakhstan, I want to express my point of view on what is happening. We are entering the fourth decade of the country's independence. The January events turned out to be a difficult test for the entire Kazakh people. Unfortunately, civilians suffered, and there was bloodshed.

An encouraging factor is the firm decisions of the President of the Republic of Kazakhstan K.K.Tokayev on the construction of New Kazakhstan.

I see the new Kazakhstan as a prosperous country in which every citizen has the opportunity to be heard by the state. This is a country where power is close to the people. Government agencies see and hear the pressing problems of ordinary people and take real action to solve them.

Of course, only the President and the Government, the Parliament are unable to build a new Kazakhstan. Every citizen of our country should be aware of his role in this difficult but very important process. Civil society cannot remain an outside observer. We must understand that we are building a new Kazakhstan not only for ourselves, but also for our future descendants.
