DISCUSSED A NEW CONCEPT OF ANTI-CORRUPTION POLICY
3/30/2022Al-Farabi KazNU hosted a seminar organized by the anti-corruption compliance service. The participants discussed a new concept of the anti-corruption policy of the Republic of Kazakhstan for 2022-2026.
The moderator of the event, Head of the Anti-Corruption Compliance Service, Beibit Sikhimbaev, addressed the participants of the seminar with a welcoming speech, emphasizing the importance of the event, which will present a new concept of the anti-corruption policy of the Republic of Kazakhstan for 2022-2026.
Further, the head of the Prevention Department of the Department of the Anti-Corruption Agency of the Republic of Kazakhstan for the city of Almaty, Kanat Salimbayev, presented to the attention of the audience a presentation in which new goals and objectives of the anti-corruption policy of the state were outlined. According to this program document, Kazakhstan today is aimed at the transition from routine anti-corruption to a radical change in public consciousness, rejection by the population of any form of corruption. The strategic goal is to achieve 47 points in the Transparency International Corruption Perceptions Index by the end of 2026, 55 points by 2030.
The main principles of the anti-corruption policy include: equality of all before the law and justice, openness, transparency and accountability to society, the integrated use of anti-corruption measures, the priority of preventing corruption, interaction between the state and civil society, rejection of corruption in all its manifestations, etc.
In his speech, Kanat Salimbayev focused the attention of the audience on the current problems of society, such as: "everyday" corruption, lack of transparency in budget processes and procurement, a high level of state participation in the economy, administrative barriers, discretionary norms, the lack of a clear explanation of the rights and obligations of citizens, corruption risks in courts and law enforcement agencies, etc.
Concluding the presentation, the speaker called on the seminar participants and students to actively participate in anti-corruption activities: “Citizens of the republic should participate in the implementation of this concept. It is necessary to take all measures so that there are no conditions for the development of corruption, including in higher educational institutions. Perhaps this will be facilitated by the automation and digitalization of processes, the revision of programs and teaching methods so that students take exams on their own, without resorting to illegal methods of obtaining grades and a diploma.
The seminar was continued by the head of the student compliance club for combating corruption of KazNU Alina Timurova, who presented the results of the organization's activities to the attention of the audience.
At the end of the event, letters of thanks were presented and an award ceremony was held for the most active members of the student compliance club.
