About the program
The purpose of the educational program is to train qualified specialists with general cultural and professional competencies and fundamental basic legal knowledge; able to work in the system of public administration, law enforcement, in the most significant areas of civil society; ensure law and order, protection of human rights and freedoms; capable of performing the functions of officials, specialists and experts in the field of jurisprudence.
Graduate model
1.To master orally and in writing Kazakh, Russian and foreign languages; to conduct document management and office work in law enforcement; to conduct legal explanatory work among the population; to interpret legal categories; to explain their meaning and apply them in practice; to possess methods of search, processing of scientific information, systematization, analysis, synthesis to obtain the objective content of scientific knowledge.
2.Demonstrate knowledge and understanding of the specifics of legal regulation in the field of business, finance, financial activities of the state, financial dispute resolution, international and national financial policy, responsibility for violation of financial legislation; be able to apply these norms in practice in order to implement the assigned function; possess the skills of rational financial behavior based on understanding of financial information and use of financial instruments, including digital technologies;
3.Apply information and communication technologies in professional activities; demonstrate skills in working with information data bank; e-government; e-judicial proceedings; draft procedural documents within the scope of implementation of functions of the modern state; carry out administrative proceedings; participate in the development of confidentiality or non-disclosure agreements with employees of the organization.
4.interpret, explain and apply national and international normative legal acts, anti-corruption legislation; analyze and qualify constitutional, financial, administrative, civil, customs, labor, criminal, international trade, tax legal relations; apply in practice the norms of modern law, solve legal situations, complex labor issues, violations of labor discipline; identify risks of social tension and labor conflicts/disputes.
5.To know and correctly apply legal norms of environmental, land, water and agrarian legislation, to be able to analyze and evaluate the peculiarities of regulation of social relations in the sphere of subsoil use; to possess the skills of consideration of violations of labor discipline and registration of imposition of disciplinary penalties; to exercise control over compliance with labor discipline.
6.Compose, execute, systematize legal documents in the field of civil, business, labor and contract law; perform all types of legal actions: draft contracts, claim statements; give legal opinions, reviews; consult on various legal issues, provide legal assistance to the population; develop policies in the field of management of corporate culture and values of the organization, codes of conduct, recognition programs.
7.Demonstrate knowledge and skills in applying the norms of domestic and international customs law and ensuring the implementation of concluded customs agreements and contracts of goods turnover, classify the best options for solving legal problems in the field of trade relations, domestic and foreign insurance and investment.
8.Qualify criminal, administrative and other offenses; identify, suppress, disclose and investigate them; determine jurisdiction and subordination; carry out prevention of offenses, identify and eliminate causes and conditions contributing to their commission.
9.To carry out prosecutor's supervision, pre-trial investigation and operative-search activity, to conduct investigative and other procedural actions; to establish facts and circumstances of a crime, to ensure the rights and legitimate interests of persons involved in criminal proceedings; to make procedural decisions in a criminal case; to draw up protocols and other procedural documents.
10.Apply technical and forensic means and methods of crime investigation, master methods of crime detection and investigation; prepare materials and assign handwriting, photographic, trace, ballistic, phonoscopic and other types of forensic examinations; develop intolerance to corrupt practices; anti-corruption culture, civil responsibility.
11.Develop draft regulatory legal acts; identify gaps in legislation and develop recommendations for its improvement based on knowledge of legislative techniques; apply in practice knowledge of judicial and extrajudicial procedures for the protection of violated rights and legitimate interests; apply the norms of civil procedural law; understand and apply national and international regulatory legal acts regulating the protection of human rights in the digital space, legal ways of using artificial intelligence, anti-corruption legislation, and assess the role of AI in identifying, preventing, and analyzing corruption risks.
12.To interpret the essence, form and functions of the state and law; to determine the main stages of the development of statehood in modern Kazakhstan; to explain the importance of philosophy, sociology, political science, cultural studies, psychology, socio-ethical, inclusive features and values of society; to possess skills to preserve and promote health; to identify patterns of interaction of living organisms with the environment; to assess the importance of scientific and the philosophical legacy of al-Farabi, Abai.
