1. compare international, state and regional features of education policy, strategies and innovations;
2. prepare reports, analytical notes, reviews and briefings on education policy issues in a clear, understandable and empirically based language;
3. justify methodological, conceptual and technological tools for the implementation of programs and policies that affect students and communities across the country and around the world;
4. analyze the philosophical, sociological and economic aspects of education policy and the key patterns of functioning of the concepts of coordination of interests of subjects of educational policy;
5. to assess political and legal documents of a strategic and tactical nature in the field of education policy, plans, projects, situations and possible risks;
. develop models of education policy in terms of its potential impact on underserved or marginalized groups of the population;
7. to offer practically sound recommendations for government organizations, legislative bodies, akimats, analytical centers and non-profit organizations that are engaged in education;
8. to conduct an examination of the quality of the national education system on the basis of systemic interdisciplinary knowledge and skills of theoretical and methodological analysis of problems, the use of qualimetric and other approaches, generalization of the best domestic and foreign practices in education policy;
9. to model changes in education and improve the quality of educational systems using comparative, sociological, political science methods of information processing, special practices of policy analysis in education;
10. carry out educational activities in higher education, ensure the effectiveness of the educational process based on classical and innovative methods of teaching socio-political disciplines.
